Can't fault the scenario as it's worked as it should, so a little investigation is in order. I have downloaded this scenario and re-installed it but it works fine for me. Some tips: Don't depart before the booked time. You should have a green signal by then. No need to rush getting away from Carlisle because you'll only meet red signals if you do. Hope you get things sorted. I can press ESC to begin but not able to pass the first red light after the guard's message. If I do,derail.
